Cal Markert - County Manager
Cal Markert was named County Manager on Oct. 2021 following the retirement of Tony Petelos (Jefferson County's first County Manager under the County Manager Act). Prior to being named County Manager,
Markert served as Director of Roads and Transportation and has been with the County since 2017. Prior to Jefferson County, Markert served as the Director of Roads and Transportation
for Baldwin County (2005-2017), served as the County Engineer for Russell County, and in various engineering roles for the Alabama Department of Transportation.
He earned a Civil Engineering degree from Auburn University (1995), and his PE (Professional Engineering) designation in 2000.
In addition he has a certificate in County Engineering Administration from the Association of County Engineers of Alabama (2002). He is married to his wife Donna for 26 years and has two adult daughters.
Daren Lanier, Deputy County Manager
Daren Lanier was promoted to Deputy County Manager in January of 2023. Lanier previously served as Chief Deputy Director in the Revenue Department.
He has more than 25 years of combined service in county and municipal government. Lanier is experienced in managing large teams, the collection and disbursement of millions in annual tax revenues,
state and county business licenses, titling and registering motor vehicles, and enforcing various tax laws.
Lanier holds a bachelor of science in Accounting from Alabama A&M University, and graduated from the Jefferson County Sheriff’s Academy where he recently retired as Chief of the Sheriff’s Reserve
Unit with more than 20 years of service. In addition, he is a member of the AAMU Magic City Metro Alumni Chapter,
currently serves as Chairman of the Jefferson County Credit Union, and is a certified Revenue Officer.
Heather Carter, Deputy County Manager
Heather Carter, PE, has over 17 years of engineering design, construction and project management experience in complex multi-phase heavy civil and industrial projects including: concrete
and asphalt pavements, utility construction and relocation, environmental remediation, structural, hydraulic, hydrologic, deep foundations, complex ground improvement and general civil projects.
Her industrial services experience includes design and construction for Class I Railroads and private mining firms as well as extensive experience with federally funded state and local
municipal projects.
Carter began her career in the mining industry, graduating with a Bachelors of Science in Mining Engineering from Montana Tech of the University of Montana, and worked in
underground hard rock and coal mines before transitioning to the Alaska Department of Transportation and later the Oregon Department of Transportation as a design and construction project manager,
where she managed a project office in the delivery of more than $45M in transportation projects annually.
She also served on several legislative committees to establish contracting initiatives and
legislation for alternative contracting methods.
Following her time with the State, Carter worked as a Senior Project Manager for private design firms serving a variety of Class 1 railroads, state, and municipal clients. Her major project experience includes the $240M
Elliott Bay Seawall in Seattle, WA, $90M King County South Park Bascule Span Lift Bridge and the $150M West Vancouver Freight Access Program in Vancouver, WA.
Carter, her husband, and son also manage the family farm and raise registered hogs, sheep, and cattle. She credits her farming and mining experience with giving her a unique approach to engineering and construction management.
Angela Dixon, CPA, Chief Financial Officer
Dixon is an experienced accounting professional with over 29 years of accounting, finance and management experience including five years of public accounting experience at Ernst & Young in
Birmingham, AL. She has bee instrumental in creating best in class accounting departments and maintaining confidence and integrity of accounting data while developing collaborative relationships with all stakeholders
in several industries.
She earned her master of Accountancy degree from Auburn University in 1996 and is a licensed Certified Public Accountant in Alabama and Texas. Dixon is a member of the Jefferson/Shelby
County Metro Alumni Chapter and serves as the Treasurer of the Southeast Region for ASU National Alumni Association.
She is also and active member of Delta Sigma Theta Sorority Inc., where she has worked with quite a few committees over the years.
Dixon is also a member of the Alabama Association of Certified Public Accountants, charter member of National Association of Black Accountants (NABA) Birmingham Chapter,
charter member and Treasurer of the Iron City Chapter of Toastmasters International, member of Women Leading Government -- Alabama Chapter, and Auburn Alumni Association.
Dixon also serves as a member of the Cooper Green Mercy Health Services Authority Board.
Jeff Traywick, Economic Development Advisor
Jefferson Traywick joins Jefferson County as the first Economic Development Advisor. He comes to the County after working 12 years for the Birmingham Business Alliance and 10 years with
the Bessemer Industrial Development Board where he managed the organization's $20 million in assets and business recruitment efforts.
During his 22-year career in economic development, Jefferson has managed numerous economic development and commercial
projects in the Birmingham region, resulting in the creation of more than 19,280 jobs and more than $4.7 billion in capital
investment. His career focus has always been on aiding new and growing industries in the community with the goal of creating
new opportunities for citizens.
He has been the recipient of the 2012 Birmingham Business Journal's Top 40 Under 40 award, the 2015 Development Counsellors International Top 40 Rising
Economic Development Stars Under 40, and in 2018 named one of the Top 50 Economic Developers in North America by Consultant Connect. He also serves as a gubernatorial appointment to the Red Mountain Greenway and Recreational Commission, serves on the board of the Alabama Chapter of NAIOP, and is a member of the
PARCA Leadership Roundtable where he served as the 2022 Chairman. He is also a member
of the Economic Development Association of Alabama, the Alabama-Germany Partnership, the Southern Economic Development Council, and the International Economic Development Council.
He is the proud husband of Alexandra, and father to William (6), and Sarah (2). In his spare time, he enjoys the outdoors including hiking and hunting,
along with being a movie geek who has dabbled in acting over the years.
Melody Banks, Chief Human Resources Officer
Melody Banks joined Jefferson County in March 2023, bringing more than 20 years of experience and
having led the human resource functions for such reputable companies as CRC Insurance Group and
Noland Health Services. Banks received her bachelor’s in Business Administration(BBA) and
Executive Master of Business Administration (EMBA) from Faulkner University, and Juris Doctorate (JD) from the Birmingham
School of Law. She is a member of the Alabama Bar Association and a graduate of the Momentum Executive Leadership Program.
She is also certified as a Senior Professional in Human Resources (SPHR) and Society for
Human Resources Management - Senior Certified Professional (SHRM-SCP).
Banks was the recipient of the Top HR Executive Award
and Top HR Innovator Award from the Birmingham Business Journal, and the Angel Award from Children’s Village.
She is active in numerous professional and civic endeavors in the local community.
Scott Moore, Director of Revenue
Moore has spent 33 years in public service with the Jefferson County Department of
Health and Jefferson County Commission (last three years as Manager of Tax Collection) and was promoted to
lead the Revenue Department in January of 2023. He has more than 26 years of experience in accounting, auditing,
and tax policy. Moore started his career with the Department of Revenue in 1996 as an examiner, checking for business
license compliance, he then spent 16 years performing tax audits across the United States as senior auditor, and three
years with the department as a principal accountant. Moore has a Bachelor of Science in Accounting from the
University of Alabama at Birmingham, is a Certified Revenue Examiner (CRE) and Certified Revenue Officer (CRO).
He is a past two term vice-president of the County Revenue Officer’s Association of Alabama (CROAA) and former
Board Member for the Alabama Local Tax Institute of Standards and Training (ALTIST). He has served on numerous
tax policy committees for the Association of County Commissions of Alabama over the last 20 years and served as
Jefferson County’s delegate to the Streamlined Sales and Use Tax Project where he was an advisory member of the
Audit Committee protecting local government’s rights to self-administration and enforcement of sales and use taxes.
Srikanth (Sri) Karra, Chief Information Officer
Karra is an accomplished senior level operations and technology leader who has earned significant
achievements within his field. With more than 25 years of experience, he has attained an extensive background with the
public sector, healthcare, supply chain, retail banking and brokerage industries. Previously Karra worked for the
City of Birmingham and Chief Information Officer where he was responsible for overseeing the IT Operations,
IT Strategy, and processes that supported the strategic goals of the City at that time. Prior to that he held
several leadership roles including CIO and COO and as a consultant within the private sector including several
Wall Street firms.
Karra received a Bachelor's degree in Computer Science and Engineering from Bangalore University, a Master's in Business
Administration (Executive MBA) specializing in technology management from Auburn University, and is a graduate of the
Executive Management and Leadership Program at Harvard Business School. In addition, Karra is also Six Sigma -
Quality and Lean process management certified, and a Certified Professional in Health Information Management Systems (CPHIMS).
He volunteers his time serving on the boards of Tech Birmingham, Neighborhood Housing Services of Birmingham
and the Alabama India Partnership.
He is married to Sumithra Karra and they have two children.
David Denard, Director of Environmental Services
Denard has served as the Director of Environmental Services for Jefferson County, Alabama since 2007
and is responsible for the operation of the County’s sanitary sewer system. From1999-2007, he worked as a Senior Civil Engineer
and Assistant Director for the County.
Prior to joining Jefferson County, he worked as a project engineer for an international
consulting engineering firm on structural, facilities and geotechnical projects. Denard is a registered professional engineer
in the state of Alabama with a degree in Civil Engineering from the University of Alabama at Birmingham.
Chris Nicholson - Director of Roads and Transportation
Nicholson has over 10 years of experience in roadway and transportation engineering and
has worked in the field of design and construction. He returned to Jefferson County after serving as the City Engineer
for Pelham, Alabama. He has also worked in various engineering roles with the state of Alabama with the City of Birmingham,
Jefferson County, and KBR
. He earned his Bachelor's degree in Civil Engineering from the University of Alabama and is a
licensed Professional Engineer. Nicholson is married and has four children -- therefore he has no free time.
Cricket Snyder - Chief Compliance Officer
Cricket Snyder, CCEP, joined Jefferson County as the new Chief Compliance Officer in 2021. She brings
more than 17 years of professional experience to the County in the areas of compliance, customer service, and supplemental
staffing. She has worked in various industries and organizations including Southern Company, Southern Nuclear (a Southern
Company) and Blue Cross Blue Shield of Alabama. She has led compliance initiatives in both the utility and the healthcare
arenas. Driving excellence and accountability in the compliance arena are her passions.
Snyder earned her Bachelor of Arts in Educational Services from Birmingham-Southern College and her Master’s in Business
Administration from Strayer University. She is a Certified Compliance and Ethics Professional (CCEP). Born in Birmingham,
Alabama, Cricket has worked across the state of Alabama and Georgia for multiple career opportunities. Cricket currently
lives in Helena with her husband and two daughters ages five and one.
Josh Johnson - Director of Development Services
Josh Johnson joined Jefferson County in September of 2023. The Department oversees building permitting,
planning and zoning, code- enforcement, along with GIS mapping and 911 database support. Josh started his career in 2013
and has worked in various capacities in the Birmingham metro, along with Huntsville and Montgomery areas with a focus on urban
planning, transportation, and economic development.
He served in the Marine Corps for six years and is currently an Infantryman
in the Alabama National Guard.He holds a bachelor's degree in Political Science from the University of North Alabama,
and a master's in Public Administration from the University of Alabama at Birmingham with a concentration in Public Management
and Planning.
In addition, he is a certified Professional Transportation Planner, Economic Developer, Project Management
Professional, Geographic Information Systems Professional, and a credentialed stormwater inspector. Josh also holds leadership
certificates from the Economic Development Association of Alabama and the Auburn Intensive Economic Development Course.
Monique Grier - Director of Juvenile Detention
Monique's responsibilities include leadership, oversight ,planning, and coordinating the Ross Bell Youth
Detention Center daily operations. She is an advocate for criminal and juvenile justice reform. Before joining
Jefferson County in 2017, she managed the Faith and Justice Unit for the Georgia Department of Community Supervision.
As a member of the reentry services section, she established vital linkages to services, employers, and faith leaders.
She served the Georgia Department of Juvenile Justice as the Statewide Community Program Coordinator for Chaplaincy Services.
Monique is a proud member of the Honor Society of Phi Kappa Phi and past President of the Alabama Detention Administrator’s
Association. Recently, she was reappointed to the American Correctional Association Steering Committees: Legal Issues,
Juvenile Justice, and Policy and Resolutions, the National Association of Counties’ Justice and Public Safety Steering Committee,
and the Birmingham-Jefferson County Justice and Governance Partnership Leadership Council.
She holds a master’s
degree in Public Safety Administration from Columbus State University’s Georgia Law Enforcement Command College and a
bachelor’s degree in Psychology from Georgia State University.
Trisha Hill - Director of General Services
Trisha Hill was named Director of General Services in August of 2022 after having served as Deputy
Director for five years. She has more than 20 years of leadership and expertise in property management and as deputy director
implemented programs and systems to advance staff development and improve processes. She has managed real estate capital
improvement projects and led initiatives to increase efficiencies throughout the 3.8 million square foot Jefferson County
real estate portfolio.
Prior to joining the County Hill served as a property management professional for two Fortune 500
companies and one of the largest real estate firms in the country. She has a Master’s in Business Administration from
Alabama Agricultural and Mechanical University, and a Bachelor of Science degree in Industrial Distribution from the
University of Alabama at Birmingham.
Frederick Hamilton - Director of Community Services
Frederick Hamilton is a native of Enterprise, Alabama, and started working for the Jefferson County Commission in September 2004 as the first African American to hold the position of Director of Community Development.
He holds a bachelor’s in Public Administration from Auburn University (Auburn, Alabama), a master’s in Community Counseling from Troy
University (Dothan, Alabama), and a doctorate in Public Administration from Nova Southeastern University (Davie, Florida).
He graduated from the prestigious Economic Development Institute at the University of Oklahoma(Norman, Oklahoma). Frederick’s professional career began as a research associate at the Center for Governmental Services at the Center for Governmental Services at Auburn University. He then worked for the Southeast Alabama Regional Planning and Development Commission in Dothan, Alabama as the Director of Community Development and Planning.
He is notably the first African American in Alabama to become a Certified Economic Developer, which is sponsored by the International Economic Development Council. His post doctorate
career focuses on enhancing the quality of life of the citizens of Jefferson County by managing and overseeing the administration of various federal, state, and local grant resources.
Barry Stephenson, Chair, Jefferson County Board of Registrars
Barry is a native of Jefferson County has been with the County since 1996. He initially served at County Treasurer for 11 years and since that time has served as Chairman of the Jefferson County Board of Registrars.
In that role, he is responsible for voter locations and working with the election commission to ensure elections are conducted according to law.
Barry earned a bachelor of finance from the University of Alabama, a master’s in business administration from Samford University and a Juris Doctorate from the Birmingham School of Law.
Rosmary Courington, Director of Financial Analysis and Reporting
Rosemary’s career span as a Certified Public Accountant began with Ernst & Young, LP in 2000. While at Ernst & Young, Rosemary performed audits on many non-profit and government entities. After leaving public accounting in 2004,
Rosemary worked for Berkley Industrial Comp, a workers compensation insurance company, for over 17 years, where she was Assistant Vice President of Finance.
Prior to her role with Jefferson County, Rosemary worked as Finance Director/ Chief Financial Officer at Liberty Rent, which helps property management companies increase their occupancy with less risk.
She earned her bachelor’s and master’s degree in accountancy from the University of Alabama.
Malinda Parker – Director of Finance
Malinda has more than 25 years of experience in government operations starting with the Jefferson County Commission as a tax agent in 1996. She has served the County in many roles over the years including manager of special projects with the Finance Department
overseeing American Rescue Plan Act (ARPA) funds, Financial Reporting for Federal Awards, and the Annual Comprehensive Financial Report.
Her passion for servant leadership is exhibited in her civic commitments as a recently retired member of the Alabama National Guard after 36 years of service where held the rank of Major and served as the Medical Service Branch Chief and Lead Investigating
Officer for injuries sustained by soldiers.
She received her certification for the U. S. Army Master Resilience Instructor from Penn State University, her bachelor’s in business from Faulkner University (Montgomery, AL), and her Masters of Public Administration from the University of Alabama at Birmingham.
She is an active member of the Government Finance Officers Association and Women Leading Government, and a Certified Accounts Payable Manager with the Institute of Finance and Management.
Maria Knight, Director, Board of Equalization
Maria Knight is a 15-year employee with the Jefferson County Commission and a lifelong resident of the County. She previously served as the Chief Deputy Tax Assessor in the Bessemer Cut-off and has served as the Chairman of the Board of Equalization for 9 years. In this position she presides over hearings that allow taxpayers and their agents to object to property values established for taxation for both residential and commercial properties. Over the years, Knight has worked to improve citizen engagement and championed transparency for taxpayers by allowing better visibility of tax information using the county’s tax software. This includes the ability to view maps during the hearings, review property inventory, and historical data. The convenience of electronic fillings for property protest and access to a citizen’s portal all came online during her tenure with the BOE. BOE employees have also made gains in maximizing the use of the tax software in the field by using iPads instead of pen and paper to capture real time information. In addition, she supervises all appraisal and administrative functions for the department.
Maria holds a certification as Support Staff Specialist by The Alabama Department of Revenue’s Property Tax Division through Auburn’s Government, Economic and Development Institute. The certification is achieved by matriculating through intense classes and conferences. She has also successfully taken classes with the Alabama Association of Taxing Administrators, The Alabama Associates of Assessing Officials, The International Association of Assessing Officials as well as with the Personnel Board of Jefferson County, and Alabama Women Leading Government. Most recently, she was recognized by the Birmingham Land Bank Authority for a partnership with the BOE. Through the Professional Development Academy of the National Association of Counties she earned a Master Certificate for High Performance Leadership.
Maria also has a Bachelor of Science degree from the University of Alabama.
Maria is a member of the Greater Shiloh Baptist Church where she sings in the choir and works with the Women’s and Sunday School Ministries. Her young adult daughters Carmen and Candace are her pride and joy!
Charles Tyler, Director of Fleet Management
Charles joined Jefferson County in 2005 working in Fleet Management, where he now serves as director of the department. Before joining the County he was a 7th grade science teacher and worked in logistics and inventory control at Saks Fifth Avenue.
He earned a bachelor of science degree in chemistry and mathematics from Miles College and an MBA from Regis University in Denver. Charles is a proud dad to an adult son and just welcomed his first granddaughter!
