| The Commission met in Bessemer on Thursday and passed all 45 resolutions in a single vote. The public hearing on the economic job incentives for StoneX Group had no opposition and passed. Below are highlights from the agenda.
Public Hearing Economic Development: The Commission passed job creation incentives for StoneX group, a global financial services firm that provides trading, risk management, clearing, execution, and cross-border payment solutions across multiple asset classes. They currently have 228 employees at their current location, but are expanding to add 88 new employees, which will necessitate a move to its new proposed location at 2801 Hwy 280 South. The jobs will have an average wage of $84,469, and the company will invest $10,963,175 into the project. The state is assisting through AIDT support and job/investment credits. Commissioners Approved the Following Community Grants by District:Commission District 1 (Commissioner Scales) - Community grant to City of Fairfield for $8,250 for the Jerry D. Coleman Community Center for emergency HVAC system repairs in advance of impending severe weather.
Commission District 2 (Commissioner Tyson) - Community grant to the Housing Authority of the Birmingham District (HABD) for $35,000 to assist with a rehab project, which will create a computer lab for the Titusville community residents.
- District Road Paving Grant with the City of Brighton for $160,000 to assist with paving several streets within Brighton.
Commission District 3 (Commission President Jimmie Stephens) - Community Grant with the City of Warrior for $40,000.00 (D3 - $20,000.00 and D4 - $20,000.00), to assist with adding an additional ADA accessible sidewalk to the exit the new library building.
- Community Grant to the Town of Mulga in the amount of $4,992.90, to assist with funding for their Community Park and Fire Station Paving Project.
- Community Grant with the McAdory Area Fire District in the amount of $52,000 to assist with their Community Safety Enhancement Initiative for the purchase of rescue equipment and aerial operations upgrades as well as a Joint Training Center.
- Community Grant with the Jefferson County Board of Education in the amount of $2,500 to assist Pleasant Grove High School with the purchase of baseball equipment for the baseball program.
- Community Grant with Bessemer Area Chamber of Commerce in the amount of $40,000.00 (D3 - $20,000 and D2 - $20,000), to assist with funding the 2026 Corporate and Community Partner Initiative.
- Community Grant with Radioactive Oncology Accelerated Research (ROAR) in the amount of $50,000 (D3 - $17,500, D4 - $10,000, D5 - $10,000, D2 - $10,000, and D1 - $2,500), to promote cancer Research.
Commission District 4 (Commission President Pro-Tem Joe Knight) - Community Grant with the City of Warrior in the amount of $1,500, to assist the Warrior Senior Center with various programs and activities throughout the year.
- Community Grant with Leadership Birmingham in the amount of $2,000, to assist with their 2026 leadership programs.
- Community Infrastructure Agreement with the City of Trussville in the amount of $150,000, to assist with parking improvements to the city's sports complex facility.
