| Happy New Year! In it's first meeting of 2026, the Commission got straight to work on a number of items. On Zoning Case Z-25-0026 I encourage anyone reporting on the former "Wesley's Boobie Trap" to watch the livestream of the Commission meeting today its in our livestream archive here. The request was denied.
The following are highlights from what the Commission approved today:
- Roads and Transportation agreement with Dunn Construction for roadway improvements on Carson Rd. (Phase 1) The project includes lane extension, shoulder widening, guardrail addition, pipe extension, milling, paving and striping. Work should begin in early March and will all be done under traffic. Contract total: $1,434,701.45.
Public Hearings: - Jobs grant resolution and project agreement for the American Cast Iron Pipe Company to provide economic incentives for their expansion and "American for Life 2030" project. The project will create approximately 80 jobs with an average wage of $55 an hour. The County jobs grant is capped at $320,000, and is based on the number jobs created paying a certain wage. ACIPCO's capital investment is $793,170,000 and plans to replace its cupola furnace with greener induction furnaces, a new lining and coating facility along with a new employee center and administrative building.
Commissioners approved the following district grants: Commission District 1: Lashunda Scales - $10,000 grant to Name Ministries Inc, for MLK Community Breakfast
Commission District 2: Sheila Tyson - Community Grant to Name Ministries Inc in the amount of $3,000, to assist with its annual MLK Community Breakfast.
- Community Grant to Legacy YMCA in the amount of $10,000.00 (D2 - $5,000 and D3 - $5,000), to assist with the expansion of its food program to benefit Jefferson County residents
- Community Grant to the Bessemer Cut-Off Advocacy Center, Inc. d/b/a The Clay House Children's Center in the amount of $30,000.00 (D2 - $10,000, D4 - $10,000, and D3 - $10,000), to assist with its programming which assists children from Jefferson County suffering from child abuse.
Commission District 3: Jimmie Stephens - Community Grant to the City of Warrior for $10,000, to assist with the purchase of helmet replacements for the Warrior Fire Department.
- Community Grant to the City of Helena for $17,500, to assist with the rehabilitation of their existing building for its conversion into a police substation dedicated to serving the Jefferson County portion of Helena.
- Community Grant to the Bagley Volunteer Fire & Rescue Dept. in the amount of $16,500, to assist with the purchase of new Turn Out Gear for the department.
Commission District 4: Joe Knight - Community Grant to Leadership Trussville for $5,000 to assist with it's 2026 educational program.
- Community Grant to Leeds Main Street for $30,000 (D4 - $15,000 and D5 - $15,000) to assist with the installation and operation of the downtown synthetic ice rink.
Commission District 5: Mike Bolin- Community Grant to the Red Mountain Theatre Company in the amount of $10,000 (D5 - $5,000, D2 - $2,000, and D4 - $3,000) to support its 2026 educational programs and services.
- Community Grant to the Greater Birmingham Humane Society for $47,500 (D5 - $20,000, D4 - $10,000, D3 - $10,000, D1 - $2,500, and D2 - $5,000), to assist with their spay/neuter program, vaccination clinics, and adoption program.
